Groups demand further reform of SARS

Two advocacy groups, Access to Justice and the Network of Police Reform in Nigeria, have lauded the presidential directive for the immediate reform of the police Special Anti-Robbery Squad, following widespread allegations of human rights abuses by citizens.
In a statement jointly signed by A2Justice’s Director, Joseph Otteh, and  NOPRIN’s National Coordinator, Okechukwu Nwanguma, the groups said despite the long delay by President Muhammadu Buhari to address the alleged high-handedness of SARS operatives, the presidential directive eventually given by Vice-President Yemi Osinbajo, while acting as President, was welcome.
However, they expressed reservation on the speed with which the Inspector-General of Police, Mr Ibrahim Idris, announced the reforms, saying that the measures put in place by the IG were shallow.
They demanded that the IG should go back to the drawing board to roll out more comprehensive measures that would guarantee that SARS operatives cease to violate citizens rights with abandon.
The groups said,  “While we commend the intervention of the acting President, we regret that it took this length of time for Nigeria’s leadership to rise to the occasion and act. Had SARS been reformed sooner, it could have saved possibly hundreds of human lives lost to police violence each year and spared many Nigerians excruciating and harrowing encounters with SARS operatives. For more than three years, President Buhari’s government failed to address the escalating culture of impunity within the police force and protect the Nigerian people from widespread and rampaging abuses of police power and the untold suffering it brought to them.”
The groups, while rejecting the method applied by the IG to carry out the presidential order, noted that it was only about “changing its (SARS) nomenclature, its commanders and structure.”
“The IGP’s new ‘overhaul’ order, A2Justice is convinced the measures come too short, and do not go far enough of what is needed to reform SARS,” the statement read partly.
